George Hinkley, founder of Goodwill-Hinkley School here in Kennebec Valley District, was one of the earliest supporters of Boy Scouting in the US. In 1911, Hinkley joined several others from across the country to successfully lobby a change in the Scout Law so that Scouts could no longer accept tips for doing their good deeds. Here is the text from an article in the April 24, 1911 edition of the Boston Globe: To Oppose Tipping Committee of Boy Scouts of America Works Out a Plank Which is Referred to the National Council. The Boy Scouts of America are starting a crusade against the habit of tipping. A new law has been worked out by a committee consisting of Prof Jeremiah Jenks of New York chairman, George D Porter of Hinkley, Me, GE Johnson of Pittsburg and Clark W Hetherington and Arthur A Carey of Watham, Mass, and will be recommended by a committee of the national council and later sent to the national council for adoption within a few days. The proposed plan in the scout law is as follows: "A scout is thrifty. He works faithfully, wastes nothing and makes his best of opportunities. He saves his money so that he may pay his own way, be generous to those in need and helpful to worthy objects. He may give his services for pay but must not receive tips for courtesies or good turns." If the plank is adopted by the national council in connection with the general revision of the scout law it is apparent that 500,000 boy scouts in this country will take an important stand against the tipping custom.
